Homeland Security Initiates National Operation Targeting Undocumented Individuals Accused of SNAP Benefit Fraud
Federal authorities have launched a nationwide enforcement effort focusing on undocumented immigrants allegedly involved in defrauding the Supplemental Nutrition Assistance Program.
U.S.·

The Department of Homeland Security (DHS) has announced a new national operation specifically targeting undocumented individuals accused of misusing Supplemental Nutrition Assistance Program (SNAP) benefits. This initiative underscores a broader effort to address fraud within federal assistance programs.
Homeland Security Secretary Markwayne Mullin issued a statement asserting that individuals residing in the United States without legal authorization should not be accessing SNAP benefits or other forms of welfare. Mullin stated,
"Illegal aliens who have no right to be here in the first place are the last people who should be using SNAP benefits and other forms of welfare."He further clarified that these programs are designated exclusively for American citizens, adding,
"Even non-violent illegal alien crime can still have devastating consequences when they’re defrauding the American taxpayer."
Secretary Mullin indicated that the individuals already apprehended and deported by federal authorities represent only a small fraction of the problem, suggesting that the current administration intends to persist in identifying and pursuing those accused of such fraudulent activities.
Key Arrests in the Operation
As part of this enforcement action, DHS identified several undocumented immigrants allegedly involved in SNAP fraud, including multiple Haitian nationals.
- Federal officials reported the arrest of Rubstony Junior Theodore, a Haitian national living unlawfully in the United States. Theodore's documented criminal history includes prior arrests for larceny, obstruction of officers, and trespassing.
- Additionally, three other Haitian nationals residing illegally in the U.S. — Wilbert Jean Baptiste, Louis Jean, and Jhensly Charles — were taken into custody.
- Elizabeth Povea Rodriguez, a Cuban national without legal residency, was also arrested. Rodriguez has a previous conviction for disorderly conduct and faces allegations of battery and domestic violence.
DHS characterized these arrests as the initial phase of a substantial, ongoing operation by Immigration and Customs Enforcement (ICE). The agency stated that this operation is specifically aimed at undocumented individuals who have illicitly accessed SNAP benefits, which are funded by American taxpayers and intended for U.S. citizens in need.
The agency highlighted the dual nature of these cases, noting that,
"Every one of these individuals entered the country unlawfully, then proceeded to draw from a program designed to feed struggling American families, in some cases while carrying criminal records."
Legal Framework and Future Enforcement
Under federal statute, immigrants residing in the country without legal status are generally precluded from receiving SNAP benefits. However, specific categories of non-citizens who are lawfully present may be eligible for the program.
DHS confirmed that the current administration is committed to continuing its focus on alleged SNAP fraud as part of a broader crackdown on the misuse of federal benefits across various programs.
